Turnaround Planning

Governance & Workflows
mechanicalprocess

Definition

The comprehensive planning process for a major planned shutdown of a process unit or facility for inspection, maintenance, repair, and capital modification activities. Turnaround planning encompasses scope development, work list prioritization, resource planning, schedule optimization, logistics, safety planning, and post-turnaround recommissioning. Turnarounds are typically the single largest maintenance expenditure and the primary opportunity for internal inspection of fixed equipment.

Context

Turnaround scope is heavily driven by RBI inspection plans, deferred maintenance backlogs, and capital project requirements. Effective turnaround planning requires integration of inspection plans, maintenance work lists, and capital projects into a unified scope and schedule. Reliatic's inspection module provides the inspection work list that feeds turnaround scope development.

Examples

  1. A turnaround plan for a crude unit includes 150 internal inspections, 45 pressure tests, 200 maintenance work orders, and 12 capital modifications, scheduled over 35 days with 500 craft personnel.
  2. The RBI assessment identifies 15 equipment items requiring internal inspection during the next turnaround, with 5 of those deferred from the previous turnaround due to scope constraints.

Applicable Standards

  • API 510
  • API 570
  • API 653

Related Terms

Inspection Interval

The time period between successive inspections of an equipment item, determined by the RBI risk ranking, the remaining life, and applicable code requirements. API 510/570 set maximum intervals but allow extension based on RBI assessments. The inspection interval must not exceed half the remaining life (for general thinning) and should be set at less than half the P-F interval for condition monitoring tasks.

Inspection Strategy

The comprehensive plan that defines what to inspect, how to inspect, when to inspect, and what to look for on each equipment item. An inspection strategy integrates the RBI risk ranking, the identified damage mechanisms, the appropriate NDE techniques, the CML locations, the inspection interval, and the acceptance criteria into a coherent plan that can be executed in the field.

Deferral

The postponement of a planned inspection, maintenance activity, or corrective action beyond its originally scheduled date. Deferrals require formal justification (typically an engineering assessment demonstrating that the deferred activity does not compromise safety or integrity), approval by authorized personnel, interim monitoring or compensating measures, and a firm rescheduled date. Deferrals are governed decisions tracked in the deferral register.

Risk-Based Inspection(RBI)

A methodology that uses risk assessment to prioritize and plan inspection activities for pressurized and other equipment. RBI combines Probability of Failure (driven by damage mechanisms and equipment condition) with Consequence of Failure (driven by process hazards and safety impact) to rank equipment by risk and allocate inspection resources where they will have the greatest impact on risk reduction.
